Madinaty is a city project located east of Cairo, the Egyptian capital, developed by the Egyptian real estate firm Talaat Moustafa Group. Construction began in July 2006; the project comprises several phases, with the first residential phase completed in 2013.
The project is built on an area of 8,000 feddans (approximately 33.6 million square meters) and is expected to house around 600,000 residents. The total project budget is 60 billion EGP.
Land Purchase
The Public Prosecution in Egypt has investigated the legality of the land sale to Talaat Moustafa Group. MP Saad El-Husseini, along with 34 other members of the People's Assembly, filed a complaint with the Public Prosecution accusing former Minister of Housing Mohamed Ibrahim Soliman of squandering public funds. The accusation alleges that he granted 8,000 feddans to Talaat Moustafa at extremely low prices, resulting in a loss of over 25 billion EGP in public funds. Al-Husseini stated that the land allocated for the "Madinaty" residential project—spanning 8,000 feddans (approximately 33.6 million square meters)—was approved by Minister Soliman via direct allocation. He noted that had this land been sold at the minimum public auction price established on May 24, 2007 (750 EGP per square meter), its total value would have reached 25.6 billion EGP. Hisham Talaat Moustafa had originally secured the "Madinaty" project land from the government at a rate of 25 piasters per square meter—excluding utilities and services—amounting to a total of 8.4 million EGP. Building on the success of the "Al-Rehab City" project—which introduced the concept of a modern, fully serviced community—Moustafa continued to pursue his vision in 2005 by launching a new project that incorporated his prior experience and distinctive vision of modern living.
This resulted in the "Madinaty" project in East Cairo, launched in 2006. Recognized as the world's largest private-sector real estate development, the mega-project spans an area exceeding 33.6 million square meters. It currently provides an integrated living environment for approximately 400,000 residents, a figure projected to reach one million upon the completion of all phases in 2035.
