New Cairo (Arabic is a city in the Cairo Governorate of Egypt, located within the Greater Cairo region. Administratively, it is officially part of the eastern district of Cairo,[2] but, like other new settlements in Egypt, it falls under the direct jurisdiction of the New Urban Communities Authority. [3]

The city was established in 2000 as part of Egypt's strategic efforts to alleviate chronic traffic congestion in Greater Cairo by redistributing population and economic activities. [4] By 2024, New Cairo covered an area of 99,814 acres (40,393 hectares),[5] and comprises a mix of residential neighborhoods, commercial centers, and institutional districts. It features numerous gated communities, private universities, shopping malls, international schools, and corporate headquarters, making it a hub for Cairo's upper and elite classes. The development of New Cairo reflects broader neoliberal urban planning strategies in Egypt, which aim to attract private investment and promote modern, Westernized lifestyles. [4]

According to the 2017 census, the combined population of New Cairo's three police districts was 297,387 (see also the Population section below). [6][7] The city has the potential to eventually accommodate 5 million people. [8] Compared to 6th of October City, which was also built with the hope of relieving pressure on Cairo, New Cairo has a higher proportion of rental housing. [9] New Cairo has received both praise and criticism. While it is seen as a model of modern urban expansion, it is also subject to scrutiny due to its exclusivity to certain social classes and its limited accessibility for low-income residents. [10]

History
Cairo's expansion comes within the context of a long history of elite-led urban development in Egypt, beginning with the 19th-century modernization projects of Muhammad Ali and Khedive Ismail, who sought to emulate European cities like Paris to help Egypt gain international recognition. [Citation needed] Newly developed suburbs in the early 20th century, such as Heliopolis and Maadi, were built for the elite and European citizens who lived in the city at the time. [Citation needed] After the 1952 revolution, which overthrew the pro-Western monarchy in the wake of Egyptian nationalism, a new urban vision emerged, symbolizing the end of the colonial era. The new republic installed Gamal Abdel Nasser as its president, who created public spaces like the Nile Corniche to reclaim Cairo from its colonial past. [11] Cairo underwent significant transformations as the government implemented large-scale socialist housing projects to provide affordable housing for new migrants. However, with rapid population growth resulting from industrialization, the government struggled to control the city's expansion. [12]

As population growth continued throughout the late 1950s, high land prices led low- and middle-income Egyptians to settle haphazardly in Cairo's suburbs, extending into the desert, on privately owned farmland without official permits, due to the lower cost of living. This trend accelerated, and by 1990, informal settlements housed nearly two-thirds of Cairo's population. Despite their importance, successive governments largely neglected these areas. [13] The problem of inadequate housing for low-income families was exacerbated by the economic liberalization policies of the Open Door policy era, which led to a continuous devaluation of the Egyptian pound and a sharp decline in its purchasing power. Families resorted to makeshift shelters in cemeteries, rooftop shacks, parking lots, and shared apartments. Environmental conditions in Cairo deteriorated, resulting in visual clutter, street pollution, and high noise levels.
